Parking management around Cornton Vale Prison

We have been made aware in recent months of disruption to traffic cause by cars parking in the vicinity of the prison.
 
Stirling council have let us know that a temporary traffic regulation order (TTRO) to allow the installation of double yellow lines will come into force on 22nd January 2024. The Council’s lining contractor has confirmed that, weather permitting, the double yellow lines will be marked by this date.
 
Thanks to everyone who has been in touch about this and our elected members who have been working on the solution. We hope this resolves the traffic issues in this area.

Stirling Council are starting a consultation on the Bridge of Allan Parking Management Plan. The first consultation event is to be held on 18th November at the Royal Hotel.
 
At this consultation they’ll be:
  • providing background information about the Parking Policy and the Community Parking Management Plan (CPMP) process
  • asking people to let us know what, if any, issues they have with parking in the core of Bridge of Allan
  • asking people to provide suggestions as to what would help them make the best use of the parking on offer in Bridge of Allan

Stirling Council will shortly be embarking on a consultation on a Community Parking Management Plan (CPMP) for Bridge of Allan and have set up a steering group in order to assist with the process. We have nominated two of our members to sit onboard that CPMP Steering Group. Stirling Council expect to commence the formal consultation process for the Bridge of Allan CPMP in October, and will be contacting the Community Council prior to this to ask whether they would like to meet, formally or informally, to go through the CPMP process and answer any questions.

The results of the parking survey that was undertaken by the Community Council in 2018 will provide useful background information. Stirling Council will also be undertaking a robust evidence collection exercise as part of the CPMP process via consultation with the community, and other key stakeholders and the commissioning of a parking survey.

We have invited representatives from Stirling council to attend our September meeting to provide us with an overview of what the objectives of the CPMP  process is and how they will approach it. We’ll keep posting updates of the how the process is going.

Parking Survey Report

As you may be aware, we have recently undertaken a parking survey of the main shopping areas within Bridge of Allan. We are now in a position to share the result of the survey with you together with our conclusions and recommendations. This report will be presented at our meeting on a Tuesday 15th May at 7.30pm in the Allan Centre. We wished to share the results in advance of our meeting.
 
The matter of parking was raised with the Community Council by a small number of merchants seeking support to increase parking regulation time on Henderson Street.  
 
Given the value we place on our thriving high street, we were keen to listen to the concerns raised and consider a range of options and solutions that would continue to uphold the high throughput of trade and visitors to the village whilst meeting the needs of all stakeholders (merchants, residents, visitors, etc).
 
In addition to the survey, we have spoken with individuals and organisations impacted by some of the options to understand further their concerns. We have also conducted some analysis on the Henderson Street parking spaces and reviewed the usage of the Fountain Road/co-op car park.
 
It is fair to say that the subject of parking is a highly emotive issue and many varying views are held in this regard. In relation to increasing the waiting time to 60 minutes on Henderson Street, the survey did not provide a clear cut response with 38.9% supporting an increase on one side (only 30% of merchants supporting this option). It should be noted on 21 merchants responded to the survey which conclusions could be drawn from itself. This together with the analysis of the reduction in potential parking spaces (currently 880 parking opportunities on Henderson Street which would be significantly reduced if waiting times are increased to 60 minutes), the Community Council are of the opinion to retain the existing waiting time of 30 minutes. We believe the slight gain potentially achieved for some merchants is outweighed by the disadvantage it would bring to others.

In relation to on-street parking on Fountain Road outside the post office, we are recommending the maintenance of the existing 30-minute waiting time. Over 70% of respondents supported this option.

With regards to restricting the waiting time to a maximum of 3 hours in the Fountain Road car park (immediately adjacent to the Co-op) whilst there was a majority of support for doing this, a number of significant issues were raised by a number of stakeholders. These are outlined in the attached report. Also given that we would be recommending to maintain the existing short stay arrangements on Henderson Street, we do not believe it is advantageous to restrict the main public car park.

With regards to charging, the Community Council are not in support of introducing charging for parking.

We will be recommending improved signage to our car parks and will work with Stirling Council to implement this.

We are acutely aware that these recommendations will be met with a degree of dissatisfaction from some merchants whilst welcomed by others.  We as a Community Council believe we have conducted an open and fair consultation and gathered from 619 respondents a wide and varied range of views to inform our conclusion.

Review of Parking Arrangements

In August 2017, an approach was made by one of the merchants (Simon Littlejohn) requesting a review of the current parking restrictions on Henderson Street, increasing the current time limit from 30 minutes to 60 minutes free on-street parking. Mr Littlejohn conducted his own consultation with other merchants as well as customers. This resulted in 32 traders and over 700 customers supporting an increase. Given the importance of our local high street to the benefit of the town, the Community Council agreed to support a consultation about this issue and also distributed a consultation via Facebook to ascertain views of local residents. Of the 100 likes/comments (assuming that a “like” is in support of the proposal), the majority of contributors were supportive of an increase to the time limit.

On 7th November, Mike Watson and Joanne Chisholm on behalf of the Community Council met with Stephen Easton at Stirling Council and Councillor Graham Houston to discuss a range of proposals and to agree a way forward. We are now embarking upon a formal period of consultation.

The following proposals are being put forward for consideration.

  1. On-street parking on Henderson Street and Fountain Road

It is proposed that all parking spaces on the northside of Henderson Street (e.g. outside Baynes, the newsagent, Lloyds Pharmacy, etc) are retained as a 30 minute waiting time between 9.00-18.00 and all those on the southside of Henderson Street are increased to a 60 minute waiting time between 9.00-18.00. It is suggested that providing a mix of 30 and 60 minute parking will accommodate those who require a short stopping time to conduct their business (e.g. collect a prescription, a newspaper, etc) and longer for those wishing to browse shops or have a coffee. Stirling Council assure us that appropriate signage will aim to minimise any potential confusion and that similar schemes operate elsewhere with no issue. Indeed we already have a mixture of restricted and unrestricted parking arrangements on Henderson Street with appropriate signage to inform drivers. It is proposed that Fountain Road on-street parking would remain as 30 minutes.

  1. Public Car Parking

Public car parks include the lower car park adjacent to the Co-op on Fountain Road, the car park at the Health Centre and Library, and the public car park on Allanvale Road. It is proposed that signage is improved in directing drivers to these car parks in the instance that they wish to stay longer than 1 hour.

However, it is also proposed that some new restrictions are implemented

  1. Implement a restriction to the Fountain Road Public Car Park (adjacent to the Co-op) whereby people can park for a maximum 3-hour waiting period free of charge.
  2. Consider the introduction of car park charges for stays beyond 3 hours on the Fountain Road public car park adjacent to the Co-op.

We appreciate that there is never an easy answer to issues such as parking but we hope that through this consultation exercise, we will make changes that are reflective of the needs of the varied stakeholders.
